Progress Network Wants Changes to CHAP

The newly formed group Progress Network held a press conference to make recommendations to the Chicago Homeowners Assistance Program (CHAP). As property taxes keep rising, many property owners are seeking relief from the skyrocketing taxes on their property. Among the changes Progress Network wants are better marketing of CHAP, modification of the CHAP lien provisions, reducing the level of assessment increase needed to be eligible for CHAP from 2 times to 1.5 times the city average assessment increase, and expanding CHAP to those who become homeowners through government assistance programs. At present, only 189 homeowners out of 27,000 who are eligible have applied through CHAP. Because of this, Progress Network has asked for the above changes to make CHAP more helpful to the community. Progress Network is made-up of neighborhood leaders, community activists, and homeowners from Chicago’s communities. Lawndale, Chicago
